The four cookie categories
Almost every regulator (and consent-management vendor) groups cookies into the same four buckets:

Strictly necessary cookies never require consent because the site would not work without them. Everything else needs prior, informed, opt-in consent in the EU.
What a fuller policy must disclose
A complete cookie policy goes further than a short statement. For each cookie (or cookie family):
- Name (or prefix if the cookie name is dynamic).
- Purpose, concrete, not “to improve user experience”.
- Type, first-party or third-party; session or persistent.
- Retention, how long the cookie lives.
- Provider, who sets it, including third parties.
Plus:
- How users can withdraw consent.
- Link to the consent-management tool / browser settings guidance.
- Contact for questions (DPO email for large organisations).
GDPR vs. CCPA in one paragraph
- GDPR / ePrivacy (EU): opt-in required before any non-essential cookie is set. Banner cannot nudge toward accept. Consent must be as easy to withdraw as to give.
- CCPA / CPRA (California): opt-out is sufficient for most cookies, but “Do Not Sell or Share My Personal Information” link is mandatory if you share data with advertisers. No upfront banner required.
When to consult a lawyer
If you process health, biometric or financial data, operate in multiple regulated industries, or your site has more than a few thousand daily EU visitors, get a privacy lawyer to review. The generator gives you a defensible baseline, not a guarantee of compliance.
