Budget at Completion Calculator
Planning aid only. This calculator rolls budget elements into BAC and checks arithmetic; it does not approve a baseline or replace your organization's EVMS controls.
Budget rows and project amounts stay in this browser tab. They are not sent through Livewire or placed in the URL.
The private budget values for this funnel are not available in this tab. Return to the first step to enter them again.
Return to the first stepAllocated budget
Add the approved budget assigned to control accounts, work packages or other planned work. Use one consistent currency.
The calculator accepts up to 100 allocated budget elements.
Build a transparent Budget at Completion roll-up from approved budget elements and undistributed budget, then compare it with a BAC reported elsewhere. The calculator deliberately keeps management reserve outside BAC while showing a wider BAC-plus-reserve context total. Add up to 100 control-account, work-package or other allocation rows, select the currency used by the source data, and inspect each element’s share. All names and amounts remain inside the current browser tab.
How to roll up and reconcile BAC
-
1
Enter allocated budget
Add the approved budget assigned to control accounts, work packages or another consistent level of the performance baseline.
-
2
Separate UB and management reserve
Add undistributed budget to the BAC roll-up, but enter management reserve separately because it is excluded from BAC.
-
3
Reconcile the reported value
Optionally enter BAC from a report or system and review reported BAC minus computed BAC down to the selected currency’s minor unit.
What this BAC calculation includes
Earned Value Management integrates project scope, schedule and cost against an approved performance baseline. The U.S. Department of Energy describes Budget at Completion (BAC) as the budgeted value for all work in the project or a defined part of it. At a project-level roll-up, this calculator uses:
computed BAC = allocated performance budget + undistributed budget
Allocated performance budget means budget already assigned to the control accounts, work packages or other approved work represented by your rows. Undistributed budget (UB) is approved budget that has not yet been distributed to those accounts. The same amount must not appear in both places.
Management reserve (MR) is not added to BAC. MR is budget held by management for unplanned work that is within project scope but not part of the performance measurement baseline. The calculator reports BAC + MR only as a wider context total so that the reserve remains visible without being mislabeled as performance budget.
| Entry | Included in computed BAC? | Purpose in this calculator |
|---|---|---|
| Allocated budget rows | Yes | Approved budget assigned to planned work |
| Undistributed budget | Yes | Approved budget awaiting distribution |
| Management reserve | No | Separate management-controlled context |
| Reported BAC | No | Optional comparison value for reconciliation |
Worked reconciliation example
Suppose a project has three allocated budgets: labor 450,000.00, materials 275,000.00, and subcontracts 125,000.00. The allocated total is 850,000.00. There is also 50,000.00 of undistributed budget and 75,000.00 of management reserve.
computed BAC = 850,000.00 + 50,000.00 = 900,000.00
BAC plus management reserve = 900,000.00 + 75,000.00 = 975,000.00
If a project report says BAC is 925,000.00, the reconciliation delta is defined here as:
reported BAC − computed BAC = 925,000.00 − 900,000.00 = 25,000.00
The positive delta does not explain the cause. It is a prompt to check the reporting boundary, allocation date, undistributed budget and whether reserve was incorrectly included. If reported BAC exactly equals BAC + MR, the calculator calls out management-reserve inclusion as a likely explanation, but the project’s controlled records remain authoritative.
Read the observations, not just the total
The detail table shows every row’s percentage of BAC, plus UB’s share. Duplicate row names can signal accidental double entry. A named row with zero budget may be intentional, but it deserves review. A BAC made entirely from UB can also be valid early in authorization, yet it means no budget has been distributed in this roll-up.
Calculations use integer minor units in the browser rather than binary floating-point addition. That means a USD or EUR cent is summed exactly, and zero-decimal currencies are handled without invented fractions. The aggregate is bounded at 9,000,000,000,000,000 minor units. Number input accepts digits and the active locale’s decimal mark when the selected currency has minor units. Thousands and other grouping separators are not accepted, so enter amounts without digit grouping.
Changing the display currency does not perform foreign-exchange conversion. It changes the label and permitted minor-unit precision only. All source rows, UB, MR and reported BAC must already use the same currency and accounting boundary.
This is an arithmetic and review aid, not an EVMS approval workflow. It does not create a work breakdown structure, authorize budget, manage baseline changes, distinguish contract budget-base components beyond the fields shown, or calculate forecasts such as EAC. Preserve the source report date and follow the change-control rules used by your organization.

Frequently Asked Questions
No. This calculator adds allocated performance budget and undistributed budget to compute BAC, then shows management reserve separately. BAC plus reserve is displayed only as context, not as a second definition of BAC. Follow your organization’s controlled EVMS terminology when reconciling official reports.
Use one consistent, non-overlapping level from the approved performance budget, such as control accounts or work packages. Do not mix a parent total with its child rows, because that counts the same budget twice. The row name is for your review and can match the identifier used in the source report.
Common causes include different status dates, recently authorized baseline changes, budget still recorded as undistributed, excluded or duplicated rows, a different reporting boundary, and management reserve being included in one figure. The calculator reports reported minus computed BAC but does not decide which source is correct.
No. The selector changes the displayed currency marker and minor-unit precision only. No live exchange rate is requested and no amount is converted. Every entered value must already be stated in the same currency. Review the inputs after changing the selector, especially when moving to or from a zero-decimal currency.
No. The rows and amounts are held in browser memory and temporary storage for the current tab so the private funnel can move between steps. They are not Livewire properties, request payloads or URL parameters. Closing the tab removes normal session storage; use the CSV export if you need a record.
