Why birth time still matters
Even in this shortcut, the entered hour changes the result. A time near the edge of a two-hour block can move the estimate to the next sign. If you only know a broad part of the day, try a few nearby times and treat the range as uncertain.

How this differs from a real ascendant
In astrology, the ascendant is tied to the horizon at a specific place and moment. A full calculation uses the place of birth and the rotation of the sky to locate the ascendant exactly. This tool does not do that. It uses a common rule-of-thumb style estimate, which is why the result label says “Approx. rising sign” inside the tool.
